Dr. Tobin is the President of Orangeburg-Calhoun Technical College. He was educated in the public schools of Richland County in South Carolina. He graduated from Clemson University with a bachelor’s degree in math teaching and subsequently attained the M.Ed. and Ph.D. degrees from the University of South Carolina in Education Administration. He completed post-doctoral study at the Harvard Institute for Educational Management.Prior to accepting the presidency, he served as interim president/chief executive officer at Denmark Technical College and vice president for academic affairs/chief academic officer at Orangeburg-Calhoun Technical College.
