In August 2014, Morgan Phillips joined the large urban, Hispanic-serving, Pima Community College District in Tucson, Arizona as the president of the Desert Vista Campus and has since served as a president or vice-chancellor. He is currently serving as Vice-Chancellor for Academic Excellence in the Provost Office over the areas of Dual Enrollment, PimaOnline, Academic Planning, and building statewide connections for Arizona Community Colleges. During this time Pima has become nationally recognized as a leader in work force development and serving at-risk student populations and each of his areas have been nationally recognized for their outstanding work in improving student outcomes. Dr. Phillips was previously a vice-president at Southeastern Community College, serving students in the agricultural coastal plain of North Carolina from 2006 – 2014, where he oversaw Academic Affairs, Accreditation, Financial Aid, Information Technology, Planning and Institutional Research, and Student Services. Under his leadership at Southeastern, the college was recognized for its collaborative governance structure and early adoption of academic pathways. From 1992 – 2005, after completing his first graduate degree, Dr. Phillips worked at Valencia (Community) College in Orlando, Florida serving as a math faculty member, department chair and academic dean. Dr. Phillips began his higher education experience as a concurrently enrolled high school student at Brevard Community College in Cocoa, FL where he received an associate of arts degree at his high school graduation. He completed a Bachelor of Science degree in liberal studies and a Master of Science degree in mathematical sciences at the University of Central Florida. He received his Specialist in Education and Doctor of Education from the University of Florida’s Higher Education Leadership program. He has since continued his professional development with an Associated in Applied Science degree in Interpreter Education – Signed Languages, an Associate in General Studies focused on Spanish, IT and contemporary culture and coursework in invasive species management, incident command systems, fitness, and topics in diversity, equity, and inclusion. He recently completed the Racial Equity Leadership Program delivered by the University of Southern California and sponsored by the Aspen Institute. In 2007, the University of Florida’s Institute of Higher Education recognized Dr. Phillips as one of their Outstanding Graduates of the past decade. In 2016, he was chosen by the Aspen Institute to be part of their first Community College Presidential Fellowship, Pima Community College was on probation by the Higher Learning Commission when he arrived in 2014 but has now been recognized by the Aspen Institute as one of the top 150 colleges in the nation in 2017 and 2019. Additionally, his institutions have been recognized as National Bellwether Award Finalists thirteen times and received the Bellwether Award in 2020. Dr. Phillips also has supported his local communities through work with his church, the Boy Scouts of America, the United Way and serving on boards that support education and early childhood programs. He spends time hiking, backpacking, orienteering, cycling, is a Red Cross certified lifeguard and loves to share the outstanding accomplishments of his wife, two adult sons and their dog, Scout.
